Marsha L. Tarver, PhD: Education Specialist

Dr. Tarver joined the National Center for Ethics in July 2008 as the Education Specialist. She brings years of experience developing adult education programs. Prior to joining the Center she was the Associate Director of Education with the VA Multiple Sclerosis Center of Excellence, West at Puget Sound Health Care System in Seattle. In that VA position she developed educational programs for VA providers, veterans and caregivers. She has worked on multiple accredited satellite broadcasts and teleconferences. In addition she managed and provided educational content for the MSCoE website. Dr. Tarver is a subject matter expert on Instructional System Designs, Web-based Courses, and Learner Outcomes. She is a former Associate Professor at California State University, Fresno, was the program Director and Counselor for a California community college Disabled Students Program and Services, and Coordinator for the Master Instructor Development Program for the California Attorney General's Office. Dr. Tarver received her PhD in Educational Psychology from the University of Southern California and her Master's in Counseling from CSU, Fresno.
